1. Set radio to VFO Mode (Frequency Mode) Press the VFO/MR button and listening to the voice response.
2. Select Display A Press A/B button and select the Upper Display.
3. Select the correct Band. VHF (136) or UHF (400) Note: If your radio has no BAND button, use [ Menu ] 3 3 to select band. If you enter a frequency and the radio responds "Cancel" when entering the last digit, you will need to change the band setting.
4. If tones are not required, menu items 10, 11, 12, 13 should be set to OFF. To clear prior CTCSS and DCS codes, perform the following [ Menu ] 1 0 [ Menu ] 0 [ Menu ] [ Exit ] RX DCS [ Menu ] 1 1 [ Menu ] 0 [ Menu ] [ Exit ] RX CTCSS [ Menu ] 1 2 [ Menu ] 0 [ Menu ] [ Exit ] TX DCS [ Menu ] 1 3 [ Menu ] 0 [ Menu ] [ Exit ] TX CTCSS
5. Set TDR to OFF (TDR should always be OFF when manual programming) Press [ Menu ] 7 [ Menu ] and Select OFF then [ Menu ] [ Exit ]
6. Delete Prior Data from the channel to be programmed. Press [ Menu ] 2 8 [ Menu ] Enter Channel Number to be programmed. Press [ Menu ] [ Exit ]
7. Enter the Repeater Offset. Press [ Menu ] 2 6 [ Menu ]. The radio will respond "Offset frequency". Enter 0 0 6 0 0 for a 2 meter repeater, or 0 5 0 0 0 for 70 cm repeater. Press [ Menu ] Radio will respond "Confirm". Press [ Exit ] Note: .600 and 5.000 are standard offsets for the US and Canada.
8. Enter the Transmit Frequency Shift. Press [ Menu ] 2 5 [ Menu ] Enter 1 for a plus (positive) shift, or 2 for a minus (Negative) shift. Press [ Menu ] Radio will respond "Confirm". Press [ Exit ]
9. Set CTCSS or DCS codes for Transmit if desired. This example will set CTCSS tone 131.8 Hz on Transmit Press [ Menu ] 1 3 [ Menu ] Enter 1 3 1 8 [ Menu ] [ Exit ]
For a complete list of CTCSS and DCS codes, visit UV-5R Reference Menus If tones are not required, menu items 10, 11, 12, 13 should be set to OFF.
10. Enter the repeater output frequency, such as 1 4 7 0 6 0
11. Store RX frequency Press [ Menu ] 2 7 [ Menu ] Radio will respond "Memory Channel". Enter desired Channel Number ( 000 to 127 ) This is the channel that was cleared in step 6. Press [ Menu ] Radio will respond "Receiving Memory". Press [ Exit ]
12. Press the [ * Scan ] button. This will activate Reverse Mode and will display the TX frequency.
13. Press [ Menu ] 2 7 [ Menu ]. The radio will respond "Memory Channel". Enter the same Memory Channel entered above. Press [ Menu ] Radio will respond "Transmitting Memory".
14. Press the [ * Scan ] button again to display to exit the Reverse Mode.
15. Press [ Exit ]

I can get the frequency saved to the channels but can't get it to scan through the channels actors are saved why not?
